Water in my Fram 21, question

Hello, I have Fram 21 Snekke. There are 3 sections on floor of the boat where water gathers because of rain if it stays open. My question is does these 3 sections must be connected? Here's the issue that I have: I pump out one of the sections and the other two stay filled. What to do? 

I'm sorry, probably to some of you is obvious, but this is my first boat andI don't have idea how it works.

There should be some small holes between the sections, these sections should be connected. Put your hand down in the water en try to feel if there is these holes, maybe they are filled with some dirt or something?
